Checks whether a blockchain address has any prior on-chain activity.
An address is considered active if it has:
- At least one on-chain transaction, or
- A non-zero native token balance, or
- Is a smart contract
If none of the above are found, the address is treated as unused.
Useful for:
- Address poisoning prevention
- Pre-send recipient validation
- Wallet and bridge safety checks
